1.) the 1987 constitution supercedes the FCDL. fcdl was promulgated in 1971, the constituion in 1987. effectively all laws or part thereof that do not conform to the 1987 constitution become invalid. gets mo?
2.) a law passed after another effectively amends the earlier law. or don't you know this principle. since the SALN law was passed in 1992 and the FCDL in 1971, then the requirements of the SALN effectively amends the FCDL.

Victory bash at Palace lasted until early morning
Moments after the Senate impeachment court ruled to convict Chief Justice Renato Corona, a fleet of cars with special plates bearing number “8” swarmed Malacañang Palace in what a top Palace official claimed as an unexpected visit of the House prosecutors eagerly excited to share the victory to the President.
The unex-pected visit lasted until 2 in the morning sources said was an apparent victory party for the ousting of Corona.
Answering media queries, deputy presidential spokesman Abigail Valte confirmed (in a text message) that President Aquino had unexpected visitors Tuesday night hours after the chief magistrate, on a vote of 20-3, was convicted by the Senate impeachment court which found Corona guilty for violating Article II of the first impeachment complaint against an SC chief justice.
Valte reiterated that the President’s meeting with the House prosecutors wasn’t planned and that “the members of the prosecution, including private prosecutors, members of the secretariat and staff were received by the President in an impromptu call last night,” she said.
She added that President Aquino has not even had a face to face encounter with most of the congressmen that formed part of the squad that pinned down Corona. “The President met most of them for the first time and thanked them for volunteering to help,” she said.
However, there’s another story making the rounds in the Palace. According to a source, the “surprise and unplanned meeting between Aquino and the House prosecutors” is not actually how Valte claimed it to be because it was the President himself who requested the presence of the congressmen who acted as prosecutors in the Corona impeachment case.
The visitors, the text message reads, also got “tokens” from the President. As to what the tokens were, the text message did not say.
Palace reporters, who stayed late at the press working area, were surprised and were inquisitive as to why a fleet of cars with special license plates bearing “8,” would swarm Malacanang Palace in the wee hours of Monday night. The special license plates bearing “8” are reserved as the official plate number for members of House of Representatives.
While Valte claimed the President met most of his surprise visitors for the first time, the House prosecutors in Corona’s impeachment trial also went to Malacañang May 17 this year.
House Deputy Speaker Erin Tañada III however said in a television interview Tuesday morning that their visit to the President also touched on their crave to verify reports of fund withdrawals from Corona’s bank accounts and the supposed departure of the chief magistrate’s wife, Cristina.
Corona had already denied reports circulated through text message about his wife’s supposed plan to book a flight to Spain, a country where the Philippine government does not have an existing extradition treaty.
