    i wouldn't be to harsh.
    i'd probably ask first, what their qualifications are.
    besides their military degree, a number of these folks do have academic college degrees.

    an authority once quipped,
    "i like appointing from the retired generals. they actually go report to the office to work, and on time."
    one does not normally rise above the ranks, by being a coach potato.

    She employed retired ex generals based from Davao as security adviser... nothing to do with education. I wonder what advise on security can he give regarding poor rundown public schools.

    Before his retirement, Mempin was the commander of the Philippine Army’s 10th Infantry Division, which has operational responsibility over the Davao Region.

    He is also a former commander of Task Force Davao when Vice President and Education Secretary Sara Duterte was the mayor of Davao City.

    Last March, the DepEd hired Mempin as a “highly technical consultant” with a salary of P80,000 per month for six months.

    Based on his contract, his responsibilities included providing high-level policy advice on “topics that are confidential in nature” and “guidance, technical oversight and expert advice in the development, implementation, monitoring and evaluation of various programs in all levels of governance on safety and security.”

    The former military man was also tasked to engage and collaborate with other departments and security-related services.

    Meanwhile, Baluyan was the assistant division commander of the 3rd Infantry Division before his retirement in December last year.

    Still not good considering you're paying a fully paid pensioner while others non-pensioned individual can do the job all the while contributing to the provident fund.

    Hiring a retired general just isn't economical and logical.

    There's specialization. So as a general rule, they can't specialize outside of military related matters. Maybe in some exemptional matters, but general rule should be not to hire or appoint these retires generals. Sobrang halik sa ano na yan hehe
