SEA nations have all looked down on the Philippines years ago. That all changed when the country won that arbitral ruling, something no one thought of at the time & to actually pull it off. It was a golden opportunity for the Phl to unite with its neighbors to resist China, who’s presence in the WPS was still poor at the time. The essence of the ASEAN concept was to make SEA stronger. Duterte just made it weaker.
