Maybe it's just my reading into it, but it did feel like a big sarcastic swipe at the government. She knows the admin has exponentially higher intel funds now compared to previous admins. Which is why there was a paragraph to the tune of, "eh kung sobra sobra na pala budget tapos tanga pa rin intel, tanggalan nalang ng budget yan".
