There's this article on Inquirer today, regarding the Pantaleon bridge reconstruction...apparently the weather-proof bridge was constructed only in 2011 by an Austrian firm. So why rehabilitate it now? Either the Austrians did shoddy work, or...something else. Since there really was not that much media buzz about the bridge having structural/safety issues, i'm leaning more towards the "something else".
The project is funded by China.
If it were really urgent, they wouldn't flip flop at the first public outcry.
Meron din akong nabasang article yesterday na puro Chinese workers ang gagawa nun bridge and useless din na widen nila dahil pagbaba ganun pa rin. May funnel lang and hinde ba pwedeng open lang nila since wala naman defects? Gawa na lang sila sa tabi nun bago para hinde affected masyado traffic? Parang sa mga probinsya

Sorry not an engineer...i don't quite get the capacity thing. You can only fit a certain number of vehicles in a given space, say a bridge. Granted trucks are bigger and heavier, i find it unlikely that they didn't factor this in. Even so, there should be a maximum load rating -- heavier vehicles will just have to take a different route.
Keep it open then construct the new bridge sa tabi.

There are ways to widen a bridge without having to tear down the entire structure. The bridge near our place along Quirino Hiway has been up since 40+ years ago. Maraming truck ng semento dumadaan dun. And I remember they rehabbed Guadalupe Bridge years ago without tearing it down. Can't help but lean towards the Visor article.
