surveys kasi are not reliable. how do you accurately equate 2000 people with all registered voters? unang-una na, i doubt if the sample is truly representative of the voting population. for example, if the surveys are done during office hours then that will not include people who are at work (office personnel, factory workers, etc.) mga makakausap mo yung nasa bahay o kalsada, people who will generally have grudges against any government due to them not having jobs. also, is the number of people surveyed proportional to the number of registered voters? example, how many were surveyed in metro manila? in bulacan? in pampanga? in nueva ecija? in pangasinan? in calabarzon? these are vote rich areas. baka naman 10 lang each tapos of the 2000 surveyed iilan lang lalabas sa percentage yan. dapat ang number of sample nila proportional to the number of voters in each area, then they should multiply that with the number of voters in each area. hindi porke 27% ka sa buong survey e ibig sabihin 27% ka na ng whole philippines. that is only 27% of the 2000 sampled.
then there is machinery. kahit lamang ka sa survey kung yung mga tao naman e tatamarin bumoto sa araw ng eleksiyon not counted pa din sila. it is party machinery that will get these people out of their homes and bring them to the precincts. kaya nga may nagliligid na mga transports pag election at sinusundo yung mga alam nila na boboto sa kanila.

Rodrigo Duterte: With regard to competence, he has a law degree from San Beda College. He has been mayor (or vice mayor to his daughter) of Davao City for more than 20 years, and he was a state prosecutor before then for 10 years. Also a congressman, in between mayoral terms. Four presidents (Ramos, Estrada, Arroyo, Aquino) offered him a post in the Cabinet as interior secretary; he refused all of them (they must have thought he was competent).
With regard to empowering the people: As mayor, Duterte appointed deputies to represent lumad and Muslim interests. He claims to have reduced the crime rate in Davao between 1985 and 2005, but this is disputable (police statistics show an increase between 1999 and 2008). He issued orders forbidding smoking, drinking (between 1 a.m. and 8 a.m.) and firecrackers. He also built a drug treatment and rehabilitation center giving 24-hour service, provided a 911 emergency service, and increased the number of police patrol vehicles. He has helped “Yolanda” and earthquake victims in neighboring provinces.
With regard to integrity: No corruption cases or charges against him. Painfully truthful.
Cons: Duterte has been accused by human rights groups and Amnesty International of, and has admitted to, tolerating the extrajudicial killing of alleged criminals by the vigilante Davao death squads. He has admitted to philandering and womanizing as the reason for his failed first marriage. But he has not admitted to physical abuse of his first wife, who is apparently campaigning for him. His propensity for profanity (even against the Pope) is legend. Pastor Apollo Quiboloy and Duterte are known to be very close. Quibuloy is known among the Manobo as a land-grabber, and he often drops Duterte’s name
Other relevant points: He has also founded a political dynasty (so the Davao mayoralty has been in Duterte hands for 28 years). He has issues concerning age (just turned 71) and health. He has admitted to having Buerger’s Disease, a swelling of blood vessels in the arms and legs which can prevent blood flow, causing clots to form. It is associated with smoking and is incurable. The only way to stop it from getting worse is to stop smoking, which he has done. The rumor is that he has been having dialysis twice weekly for the past five years.
Mar Roxas: On competence, his pros: He’s a graduate of Wharton Business School (major in economics), an investment banker in America. Congressman for seven years, senator for six years, in the executive branch for nine years, with DTI, DOTC, DILG. As legislator, authored/sponsored several laws such as RA 8759 establishing in municipalities a Public Employment Service Office as an employment facilitation and information center, and linking job opportunities within the region; RA 7880 ensuring fair distribution of the education capital budget among provinces. He authored the Cheaper Medicines Law, overcoming a tremendous lobby by big pharma.
In the executive branch, he is the acknowledged father of the BPO (call centers); initiator of the Personal Computers for Public Schools Program (helping over 500,000 high school students); the Sulong Program, which granted over P26 billion in loans to SMSEs in its first year; the Tamang Timbang, Tamang Presyo program for consumers in the marketplace; and Oplan Lambat-Sibat (anticrime) and Oplan Likas (disaster management). His cons: He is acccused of being indecisive because he insists on considering all the options. Also accused of not listening to advice. Which is it, folks? He is accused of “doing nothing” at the DOTC, over which he presided for 14 months, especially with regard to the MRT problem and of shortcomings on “Yolanda.”
With regard to people empowerment, his pros: Everything he has done is propeople. He also came up with Bottoms-Up Budgeting, which gives people at the barangay level more power to choose their projects.
With regard to integrity: In all his 23 years of public service, not once has he been tainted by corruption. He has shown utmost selflessness in dedication to the country. I haven’t caught him in a lie. He is a decent, God-fearing man.
Cons: He comes from wealth.
I dont think "coming from wealth" is a con. He doesnt need to steal simply because he has more than enough. Unfortunately he simply doesnt have the charisma.
He thinks like a businessman, considering all options before investing.

Retired Marine Colonel Ariel Querubin on Saturday said the campaign promise of Davao City Mayor Rodrigo Duterte to eradicate criminality in the country within three to six months should he win the presidency was almost impossible.
Querubin, whom presidential aspirant Senator Grace Poe said she would appoint as crime czar if she wins on May 9, told INQUIRER.net that even more developed countries with more advanced facilities do not have time frames in curbing crimes.
“It’s close to impossible because even developed countries like the US or UK for example, with all their sophisticated, state-of-the-art surveillance equipment, they don’t give any time frames to eradicate criminality,” Querubin said in an interview at the sidelines of an art exhibit at the Kamuning Bakery in Quezon City.
“Don’t put a time frame. Even during the martial law years, taon ang ginawala nila (they spent years trying), but still crime was not eradicated,” he added.

Poe, during the second presidential debate in Cebu last month, said she would appoint Querubin as crime czar if she wins the presidency. Querubin said he approved when the senator asked his permission if she could mention his name, adding that he would be “willing to serve under her pleasure.”

Querubin said Duterte’s vow was “all balls,” urging the tough-talking mayor to stop fooling the people and present a concrete plan of action on how he would stop criminality.

“What we need is a concrete plan, a good strategy to combat this. Madali lang sabihin kung ano ‘yung gustong pakinggan ng mga tao. Pero dapat pag-usapan natin ‘to, hindi ba puro balls lang, kasi puro ganun eh, forgive me for mentioning, puro bayag lang. Dapat pag-isipin din natin itong mga sinasabi natin. Huwag na nating lokohin ang mga tao,” he said.
(What we need is a concrete plan, a good strategy to combat this. It’s easy rhetoric to just mention what the people want to hear. But we need to talk about this; and not just let our balls do the talking. We need to think about the things we are talking about. We should not fool the people.)
“Three to six months, it’s close to impossible, even if you say you have political will. Remember, they don’t have the monopoly of political will,” Querubin added.
But the former colonel affirmed Duterte’s statement that the threat of illegal drugs has become a national security issue, adding that soldiers and cops should be tapped in the war against drugs.
“I agree with the mayor when he said that illegal drugs are now a threat to national security…So you can use the Armed Forces as the lead agency with the support of course of the police because I believe that criminality at this stage really has become the biggest major problem of the country. So with the Armed Forces there, it will easily enforce the law with the help of PNP (Philippine National Police),” he said.
Citing a need for a good strategy against crime, Querubin said the Philippines will be a safe place to live in under a Poe presidency, welcoming the senator’s statement that Filipinos will be secure within one month of her leadership by appointing a decent PNP chief.
“That’s a good plan. That’s a good step. It’s seems that the credibility of police enforcers, particularly the PNP, has been tarnished with all these. So putting a credible, a man with integrity is a good move. Tapos kung maganda pa ‘yung programa ng anti-crime czar, hand-in-hand, maiaayos to (Working hand-in-hand with an anti-crime czar who has good programs will help) make this country a safe place to live in. I really believe that with a Poe presidency, the country will be safe,” he said.
Reacting to Duterte’s statement that he would appoint her as social welfare or tourism secretary in his administration, Poe said she would offer the feisty mayor the post of crime czar, but noted that she expects him to solve the crime problem in his given time frame.

Masbate priest tells Duterte: We have list of criminals we want you to kill
A Masbate-based Catholic priest on Saturday asked to Davao City Mayor Rodrigo Duterte to make good his promise to kill as many criminals as he could should he eventually gets elected president.
"Kapag ikaw ang naging Presidente, marami kaming ipapapatay sa iyo," Fr. Lorenzo Bautista, rector of the Masbate Cathedral, said in his homily.
Durterte visited the cathedral while was campaigning in Masbate Saturday.
As the mayor was holding a lit candle inside the church, the rector said he approves of Duterte's proposal for a tough proactive approach to combat criminality and corruption.
Asked later if he was being serious about having criminals killed, Bautista told GMA News that he was just joking.
"It is a joke. Pero kung marami dito ang dapat patayin na involved in the criminalities, corruption, and drugs, I am with him (Duterte)," the priest said.
