My guess its the bounty. Last year Digong promised monetary rewards for drug lords, pushers and addicts killed. Since its nigh-impossible to get to a drug lord (higher reward but harder target), they go after small-time pushers and addicts (who by Digong's definition are also into buy and sell), smaller reward but easier to get, just do it in quantities na lang. What they didn't count on is the preponderance of CCTVs now.
