Precisely one of the reasons why the SCS Code of Conduct is a pipe dream. The COC can roughly be boiled down to "follow international law" and it's very unlikely that China can be persuaded to do so, even if the ASEAN makes a unified stand.
What's really needed is increased military cooperation/alliance with the Quad.
