    Fates of nations are determined by the quality of its leaders and the strength of its institutions.

    The unfortunate reality, however, is that despite our rich natural resources, youthful workforce and favorable geographic location, the Philippines is saddled with liabilities that consign it to be the region’s perennial underachiever. These liabilities are our defective political institution and low caliber of leaders.

    Through the years, our political system has been manipulated to one that serves the interest of the narrow elite, not the greater majority. Thus, vital reforms are either blocked or watered down since their passage railroads the interest of the rich and powerful. Nothing less than a political reboot is needed for us to harness our true economic potentials.

    In what ways are our political institutions defective and what aspects need to be reformed? There are at least five.

    First, in our political system, the political elite and the business elite have become one and the same. Here, it is common for the largest conglomerates to have representation in the legislature to defend and forward their interest.

    It is no secret that the National People’s Coalition, in which several senators and congressmen are members, as well as the National Unity Party are backed by major corporate entities.

    In the Upper House, a certain senator owns the biggest housing, water and retail conglomerate. Another senator owns a chain of hotels and casinos. One is scion to an entire free trade zone and another controls a religious sect. In Congress, numerous representatives own large companies involved in property, shipping, trading and media. In local governments, it is common for the governors and mayors, through their dummies, to hold the local franchise for mining, power, water distribution and trans port services in their respective cities or provinces.

    Conflict of interest is the reason why vital reforms do not see the light of day. It is why the Land Use Law (a law vital to unlock the potentials of the agricultural sector) is blocked in the Senate. It is why the Foreign Investment Act was watered down. It is why the outdated Cabotage Law has remained in force. It is why the Full Disclosure Policy Bill cannot gain traction, just to name a few. The absence of these laws has made the Philippines economically uncompetitive. But it serves the purpose of the political and business elite.

    Second, the executive, legislative and judicial branches have ceased to serve as a check and balance of the other. Rather, the executive branch has subsumed the judiciary and the legislative branches to bend to its will without consequence.

    The executive branch has distorted the system of check and balance by appointing its own ombudsman and members of the Supreme Court. It controls senators and congressmen by having the last say on their budget insertions. Legislators who refuse to cooperate are left out of the money train and chain of influence.

    The strong hand of Malacañang over the legislative branch is why the anti-terrorism law passed even if parts of it are excessive and unconstitutional. It is why the national budget is designed to forward the political agenda of the executive branch, among others.

    Malacañang’s control over the judicial branch is why the ombudsman acts as the private lawyer of the President, not the legal arbiter of government officials. It is why the Supreme Court is quick to convict the political enemies of the President. It is why Comelec is unable to decide on the disqualification case of Marcos on its own and why the judiciary allows itself to be used by power players who wish to hijack lucrative national and regional franchises and major infrastructure projects.

    Third, partisan politics have dominion over principles when deliberating laws. The legislators side with the powers that be simply because there, their bread is buttered.

    This is why the majority of the legislature supported the non-renewal of ABS-CBN’s franchise despite the 11,000 jobs to be lost during the pandemic and its role in disseminating information.

    Fourth, the pervasiveness of political dynasties. In the Senate, 15 out of the 24 members belong to political dynasties, as are 70 percent of the members of Congress. Among local governments, 73 out of 80 provinces are controlled by political dynasties.

    When members of the same family occupy multiple positions within a city or municipality, they consolidate power in a pseudo monarchial manner. The preservation of power becomes the priority, even more important than social and economic development itself. Painful reforms and unpopular decisions are avoided and adoption of populist policies becomes the norm.

    Among political dynasties, politics is the “family business” and the name of the game is to retain power at all costs. This is why ill-prepared family members become mayors and governors while the man with a doctorate degree is edged out. This partly explains the low quality of governance.

    Fifth, the abysmally low qualifications required to qualify for an elected position. Unlike progressive countries like Singapore whose main qualification to be prime minister is to have at least five years experience as CEO of a company with SG$500 million in revenues; in the Philippines, all you need to be is a 40+-year-old Filipino who is able to read and write. The same low qualifications are true for senators, congressmen and local government officials.

    With zero academic requirements, is it any surprise that we are governed not by the best and brightest but the most popular and most opportunistic?

    We need to reboot our political system if we are to progress as a nation. We will be the region’s perennial underachiever until we do. Hence, we must elect the presidential candidate who promises radical political reform.

    Binigyan ng pagkakataon si Digong mag-reboot. Ang ginawa binunot buong plug. Di pala alm paano isaksak ulit. Ayun bagsak.

    6 years into the presidency they voted for and still they blame the previous president. Ano nangyari sa "wawasakin ko mga oligarchs", "change is coming",etc? Akala ko ba agila ng Davao? Pipit lang pala. Parang yung tigre ng Norte, kuting pala.

    Noong umalis si Pnoy, maayos na iniwan ang bansa, magandang ekonomiya (7.1%GDP growth), mababang inflation rate (0.67% in 2015), mababang utang (P5.9T total ng lahat ng presidente), poverty incidence, 23.5% in 2015 . Nagiwan pa ng sapat na budget para magamit ni Duterte.

    After Duterte, ito ang iiwanan niya, P13Trillion na utang, 4.5% inflation rate, GDP negative 9.5% for 2020, 40% Filipinos in poverty.
    Ito ang mga pamana ni Duterte sa susunod na presidente.

    BAKIT KA BA GALIT SA LP?
    Liberal Party nga ba ang dahilan ng pagkalugmok ng bansa? Tandaan nating si Marcos ay namumuno ng 21 years. In 1965 noong una siyang naging presidente,
    tumakbo siya sa ilalim ng Nacionalista Party. In 1965 ang pinili na kandidato ng LP for president was Pres. Diosdado Macapagal who was running for reelection. Tinalo ni Marcos si Macapagal at nanalo ulit siya in his 1969 reelection bid against Sergio Osmena Jr of the Liberal party. So yong first 8 years ni Marcos na supposed to be matatapos in 1973 ay under Nacionalista party. Pero in 1972 nagdeklara na siya ng martial law at bumuo ng partido na Kilusang Bagong Lipunan (KBL). Ito yong partido niya sa buong martial law years na puro lutong macao ang election dahil sa walang katapusang dayaan So ang NP/KBL ay may total na 21 years ng pamununo.

    In 1986, ang LP ay sumama sa coalition na Unido/PDP Laban na tinakbuhan ni Cory for President in the 1986 snap election. Si Marcos was running under KBL. I voted for Cory-Doy Laurel. Excited ako dahil from 1972 onward, boykot ako. It was my first time to vote.

    In 1992 tumakbo si Imelda Marcos for president under KBL pero ang LP candidate ay si Jovito Salonga at vice president niya si Nene Pimentel. Tinalo sila ni Fidel Ramos na tumakbo under LAKAS-NUCD at ang nanalong Vice Pres ay si Joseph Estrada under NPC na ang kandidato for president ay si Danding Cojuangco. In this fight, the closest candidate na nakalaban ni Ramos ay si Miriam Santiago under People's Reform Party. Sinampahan niya ng kaso ng pandaraya si Ramos pero dinismiss ito ng Supreme Court. I voted for Salonga-Pimentel. For me sila ang best tandem dahil parehong makabayan.

    In 1998 ang kandidato ng LP for President ay si Alfredo Lim at vice niya si Serge Osmena. Natalo sila ni Joseph Estrada who run under her newly formed LAMMP party which was of course supported by Marcos. Ang nanalo for VP ay si Gloria Arroyo under Lakas na ang kandidato for Pres was Jose de Venecia. Ang termino ni Estrada na dapat until 2004 pa ay naputol dahil sa EDSA2 in 2001 at pumalit si Gloria Arroyo as president until 2004. I voted for Alfredo Lim-Osmena.

    In the 2004 election walang kandidato ang LP. Nanalo si Gloria Arroyo under Lakas-Kampi at VP niya si Noli de Castro. First time in post martial law era na galing sa iisang partido ang presidente at VP niya. Pero ito yong pinakadikit na labanan for president. Tinalo ni Arroyo si Fernando Poe Jr of KNP by the slimmest of margin since the Ramos vs Santiago close fight in 1992.
    Si Arroyo ang ibinoto ko at the last minute for the simple reason na ayaw kong manalo si FPJ. Pero ang first choice ko ay si Raul Roco kaso nagslowdown sa kampanya dahil sa sakit niya. Kaya malayo na siya sa mga huling survey. Nagsisisi ako sa botong yon.

    In 2010, LP fielded Noynoy Aquino for President. He won but Roxas lost as VP to Jejomar Binay of UNA. Comebacking Joseph Estrada became Aquino's closest rival which was a shocking development. Ang inaakala ng marami ay si Manny Villar ang magiging kalaban ni Aquino dahil palagi itong nangunguna sa mga survey. Siempre Aquino-Roxas ako.

    In 2016, LP fielded Mar Roxas for Pres and Leni Robredo for VP. Roxas lost for President but Robredo won as VP. Rodrigo Duterte won for Pres under PDP-Laban.

    Summary:
    In short hindi LP ang dahilan ng pagkalugmok at paghihirap ng bansa. Kung ano man ang kalagayan ngayon, iba-bang klaseng pamumuno ang dahilan. Maliwanag na ang LP President ay iisa lang, si Noy Aquino. Noy's term as president was considered the best years ever if we base it on all economic indicators and world competitive indexes. Cory Aquino also has some trace of LP dahil officially ang LP was part of the 1986 UNIDO/PDP Laban coalition. Both Aquinos are the only presidents na walang isyu ng katiwalian o pandarambong. Si Ramos may Centennial Park at PEA-Amari issue. Si Erap, alam na natin yong jueteng at Velarde account. Si Arroyo PDAF at Jose Pidal issue. Si Cory kahit isang isyu ng pangungurakot, wala. Si Pnoy wala rin. Yong DAP issue was more on the constitutionality ng programa. Sabi ng Supreme Court it was unconstititional but done in good faith. Ginamit kasi yong savings para palakasin ang ekonomiya after ng Yolanda devastation. Kinurakot daw ang Yolanda? Kahit isang kaso walang naisampa laban diyan. Katunayan nakakuha sila ng clearance sa mga government agencies sina Roxas, Aquino at Soliman at nakapagretire ng maayos at nakuha ang kanilang pension. Katunayan na malinis sila. At may extra fund pa na ginamit ni Duterte sa rehab ng Marawi.

    Pinasasama lang ang imahe ng LP ng mga fake news na sinadyang pinapapakalat sa pamamagitan ng social media. Halatang fully funded ang demolition squad laban sa LP to the point na pati si Leni Robredo ay tumakbong independent para lang madis-associate sa LP. Ganon kasama ang epekto ng fake news sa bansa natin. Ang mahuhusay at magagaling pilit na pinapasama. Ang mga palpak ay pilit na pinapabango.

    1992-1998 ramos the person who convinced duterte to run as president, liberalized telco industry
    1998-2000 erap, convicted of plunder at kakampi ni duterte
    2000-2010 gloria, accused of plunder kakampi ni duterte
    2010-2016 nonoy dilawan
    2016-2022 change kuno ni duterte pero magkakampi sila ni marcos, ramos, erap at gloria ngayon

    12 years lang ang dilawan
