Atty. Leni Robredo at Hernani, Eastern Samar for the turnover of 40 fishing boats to fisherfolk affected by the onslaught of Typhoon Yolanda. During the disaster, the Municipality of Hernani recorded 77 casualties and massive damage to property.

The Jesse M. Robredo Foundation (JMRF) took the liberty to adopt several municipalities in Eastern Samar to provide the necessary aid for the people in the affected areas.

The activity was an initiative of the JMRF in partnership with Kaya Natin!, Negrense Volunteers For Change Foundation Inc., and The Peter Project.

Atty. Leni was accompanied by Hernani Vice Mayor Wilmar Candido.

Is the VP part of the chain of command? I dont think as VP is so she dont have that right and considering the animosity with the President, VP probably used other resources.

Constitutionally and legally she is part of the Chain of Command (her only job naman talaga is to be ready to replace the President in case of the latter's incapacity). Pero we all know the vindictiveness and pettiness of the President and his clique.

In fairness with Isko although some chinese don't like him and call him a big snake. He has done a lot of improvement in Manila like the dragon lamp post in Binondo, also he added led lights along lrt rizal avenue which is now very bright at night not mentioning Manila Zoo rehabilitation.

Per my understanding with the help of google as well, Chain of command is from the President, as commander in chief, then DND secretary, as alter ego of the President, then chief of staff going down to AFP command, Army, Air Force, Navy. from PNP it goes up to DILG secretary than back to the President. Vice President will only enter the chain of command if appointed as DND or DILG secretary. Or in case the President dies in which case the VP is no longer a VP and becomes the President.
