Guys, if the outer boots needs replacing, does it make sense to have the inner boots changed altogether even if it's still ok para sabay sabay na?

Also, since I'm already asking, may I add this one : about stabilizer links (rear), when attached to the car, should this be slightly movable (joints bendable) or really really stiff? One mechanic said the former, another mechanic said the latter, I don't know which of them is right or if it needs replacing.
