    P250 billion for flood control.
    in my opinion only,
    flood control is science-easy.
    it is the politics involved, that make it a bewildering problem.

    back in the day, ncr underwent a massive flood control program. the flood canals would empty directly into manila bay.
    these canals were very visible to anyone who strolled down roxas blvd. these canals would form humps on the sidewalks over them. joggers like me, would use these humps to take away some of the boredom of jogging.
    back then, as a result, floods, if they did occur, would drain dry within half a day.
    "where are these canals now?"

    The better question is why doesn't the government clean up and clear these drainages before the expected rainy season.

    Saw the news about the two seniors whose car was swept by floodwaters into a creek along Caloocan. Both dead, man recovered soon after. Woman's body carried by the waters all the way to Bulacan.

    Such a sad and unnecessary outcome.

    ^ so sad to watch the footage of the ill fated xpander being swept into the darkness of a swollen creek. The tragedy could have been easily avoided if the driver just exercised patience and caution.

    I saw that, I wonder if they knew there was a creek. Also, I am surprised that flood that deep is powerful enough to sweep a car away. Parang thigh deep lang?

    From the report they fell into an overflowing creek. Hindi nila alam lagpas na sila sa kalsada.

    reminds me of the "... i was not informed..." in true QC...

    internet has many examples of being swept away by floods, in broad daylight!
    what more, if at night time...?

    Gago din yun mga tao doon, hinde pa nila sinabihan, yun nag video taga doon sigurado yun mga nag swimming. Pinapabayaan nila para kumita sila pag tumirik mga saskayan na dumaan. Alam na nila eh pumunta na sila para magtulak sana.
