it is the politics involved, that make it a bewildering problem.

back in the day, ncr underwent a massive flood control program. the flood canals would empty directly into manila bay.
these canals were very visible to anyone who strolled down roxas blvd. these canals would form humps on the sidewalks over them. joggers like me, would use these humps to take away some of the boredom of jogging.
back then, as a result, floods, if they did occur, would drain dry within half a day.

The better question is why doesn't the government clean up and clear these drainages before the expected rainy season.
