    Some of the mentioned lines in the paper:
    Resist temptations to form and/or work in separate,
    competing “splinter” scientific groups. Unless scientists speak with a single voice, officials and
    the public will be confused. Any public
    bickering among scientists causes officials and the
    public to distrust all scientists.

    Some would-be new workers on a volcano are insensitive
    to the intellectual and emotional investment of
    long-time workers on that volcano.

    Work during volcanic crises is inherently dominated
    by monitoring and data collection for the common
    good, rather than on data collection for one or
    more individual research problems.

    Volcanic crises attract pseudo-scientists, some well-meaning
    and some perfect charlatans... Pseudo-scientists’ warnings and forecasts are best ignored.
    However, if one causes serious public anxiety,
    present a careful scientific rebuttal of major
    points without attacking the pseudo-scientist

    Each scientist needs to stay within the limits of his or
    her own expertise and to submit all ideas to on-site
    team review. Let the on-site team leader or spokesperson
    provide all public updates and forecasts, including
    those on the Internet.

    Sometimes, information that does not meet the usual
    high scientific standards for certainty is withheld. At
    other times, information is withheld for fear that officials
    or the public might become unnecessarily alarmed
    or angry.

    Most officials will be initially skeptical of scientific concerns
    about a volcano... Beyond this
    healthy skepticism, some officials listen only to the
    scientific advice that best justifies their preferred actions
    worse yet, some government officials give almost
    no credence to scientific concerns about volcanic hazard.

    The personal checklist at the end of the paper
    includes the following:

    Am I putting public interests above personal
    and institutional gain?
    Am I, within reason, preserving research and
    authorship opportunities for those scientists
    who have a long-vested interest in this volcano
    but who have no time for research during the
    crisis?


    But I believe the points put forward can apply to any crises.

    Taal Volcano emits steam 5 meters tall; spews more sulfur dioxide | Inquirer News

    Taal Volcano had a “weak” emission of steam reaching 500 meters tall, and spewed more sulfur dioxide over the past 24 hours, the Philippine Institute of Volcanology and Seismology (Phivolcs) said Tuesday
    .

    Meanwhile, the sulfur dioxide emitted from Taal’s main crater was recorded on Feb. 3 at 231 tonnes per day. This was a significant increase to Phivolcs’ previous figure of 97 tonnes per day as recorded last Feb. 1.
    The Taal Volcano Network, which Phivolcs said records “small but undetectable earthquakes” around Taal Volcano, also recorded 223 volcanic earthquakes, including eight low-frequency events and one harmonic tremor that lasted nearly three minutes long over the past 24 hours.

    “These earthquakes signify magmatic activity beneath the Taal edifice that could lead to eruptive activity at the main crater,” Phivolcs explained.

    No one told us the face mask was going to be a theme for ushering in 2020. Taal volcano’s ashes still choke a number of heavily affected towns in Batangas, and with many families unable to return yet to their homes, the situation is far from being officially concluded. But despite still reeling from one cataclysm, the country is already facing another potential large-scale crisis with its first confirmed cases of the novel coronavirus (nCoV). In January and February alone, there have been more days of wearing face masks in public than most Filipinos have seen in their whole lives. We only have to check our dwindling stocks to know that there aren’t enough to go around—a worrisome scenario should the situation continue indefinitely into the future.

    Though the face mask has become the common trope between these two overlapping events, how each crisis is being handled by the respective government institutions tasked to them can be sharply contrasted.

    about now is the better time to invest there, because some prices might have just plunged.
    just avoid investing in the permanent no-fly zone.

    If you are going southbound on STAR, Taal Volcano is visible on the right side just past the Malvar exit. Wasn’t there before the eruption.
