Actually, a law is the easiest thing to do. They can pass a law without whim.
Discipline starts at the top and Manila has never had a decent mayor in decades now.
Idisolve na lang kaya ang manila and make it just a historic city (intramuros and binondo area will stay, the rest will be up for grabs).
