it would appear, that some government contracts are granted, even as the rights of way are not yet ironed out. the work then starts, then is tengga'ed for a long time, while the right of way is being ironed out. we can't really blame the contractors all the time.
i think it is better if the construction does not start yet, until the rights of way are fixed. that way, the public is not deprived of a perfectly usable road, prematurely.
