If it's possible to use a power sprayer on the wall, that would be sufficient to remove loose paint and debris, then you can apply plexibond 2 coats, which is ideal, while the surface is wet. Then 2 more coats Boysen Acrytex, that's what I did. As Shadow says, maintenance with Acrytex or similar paints.
Edit: plexibond on wet surface pala applies when it is bare pa, ask na lang the paint experts if this is also the case with painted surfaces.
