I am not a lawyer but negligence causing damages can be filed. Civil case for damages yan if they can prove that there is a defect in the construction of the house/buidling.

This is pursuant to Article 2176 of the New Civil Code of the Philippines, which provides: “Whoever by act or omission causes damage to another, there being fault or negligence, is obliged to pay for the damage done. Such fault or negligence, if there is no pre-existing contractual relation between the parties, is called quasi-delict.... Now since binili nila sa ecoland yung bahay ang there is implied warranty against defect sa cosntruction, puwede din breach of contract ang cause for the damage. Breach of contract is defined as the failure without legal reason to comply with the terms of a contract. It is also defined as the failure, without legal excuse, to perform any promise which forms the whole or part of the contract. Part of the promise is that integrity of the construction of the house kasi. Pero siyempre ipaglalaban ng ecoland na maaring hindi naman kasama ang malakas na earthquake sa warranty nila. Either way, they use both arguments as legal basis for asking for damages.
