On velcro tape.. how do you stick one side of velcro tape to the dashboard and the other side on the dashield? Isn't double sided tape (3M) is the most practicle for dashboard and permanent adhesive to dashield. So back to question number 1 again. What adhesive to use for dashboard.
On removal of sticky adhesive remnants on dashboard i suggest remove those grime using cloth rug soak in hot water. This is the way to remove stickers too.

sagwa nga tignan ang dashield na di pulido ang dikit...ako ang ginawa ko,linis with soap and water, then pinalitan ng 3m moulding tape...pagkakabit,i put weights on it..(hollow block plates wrapped in plastic)mga 2-3 days,ayus!..un nga lang talagng may parte ng di sagad(lalo na kung pre-made na ung dashield)..wala na ka magagawa dito..
hope this helps..

problem with double adhesive tapes, in time the adhesive will dry out and leave a mark on you dash board which becomes permanent . So you're forever stuck with your dash sheild
