Youths Join Manila-wide Pedicab Strike, Decries Planned Pedicab Ban ‘Death to the Poor’
Published on November 15, 2010
PRESS RELEASE
November 15, 2010
Youth group Anakbayan took to the streets of Manila today in support of the one-day strike by the city’s pedicab and ‘kuliglig’ (motorized pedicab) drivers. The strike was launched by the Alyansa ng Nagkakaisang Kuliglig at Pedicab Driver-Manila (ALNAPEDKU-Manila) to protest plans by Manila City Hall to ban pedicabs and ‘kuligligs’ from the city’s streets.
“With a shortage of social services on one hand, and a lack of decent jobs available in another, the pedicab and kuliglig ban is nothing more than the Manila government stealing food from the tables of thousands of drivers’ families in Manila” said Anakbayan spokesperson Charisse Bañez.
“Their job as pedicab drivers, as low-earning as it may be, is the thin line between life and death by starvation. The Aquino regime has no right in depriving them of their meager livelihoods if they are unable to give them decent alternatives” said the youth leader.
She pointed out that more and more Filipinos resort to working the so-called ‘informal sector’ because of the lack of job opportunities in urban areas and in the industrial and agricultural sectors. She said that this was already the ‘last resort’ for unemployed Filipinos.

What does this youth organization represent, they are suppose to be the hope for the future, and not the promoter of anarchy on the streets. Obviously there is a group that financed this - - - "leftists."
On topic, I don't understand these operators, they are given ample time to seek alternative means, a simple removal of them equates to depriving their livelihood ?
They are only being restricted. So what denial of livelihood are they talking about?
Kahit total ban di naman sila inalisan ng means of livelihood. Yun driver naman di naman na ban so he can still find other source of livelihood.
all public utility vehicles really pisses me off..
It would take a miracle for the drivers to follow traffic rules and observe road etiquette.
THE LAW APPLIES TO ALL OTHERWISE NONE AT ALL. di po ba mayor yan ang pinauso mo.
Trike drivers have Professional Licenses. Their rides are registered with the LTFRB. Can't say the same about kuligligs... Also aren't you supposed first get the TRO from the lower courts? Anyway hope the SC reject this.

Pedicab drivers seek TRO from SC

MANILA, Philippines—Pedicab and kuliglig (motorized pedicab) drivers in Manila asked the Supreme Court Thursday to stop the city government from implementing two executive orders issued by Mayor Alfredo Lim which would ban them from major thoroughfares and national roads.
With just a few minutes to go before the close of office hours, representatives of the Alyansa ng Nagkakaisang Pedicab at Kuliglig Drivers ng Manila (Alnapedku-Manila) and their lawyer filed a petition for a temporary restraining order (TRO) with the high court.
In particular, they asked the high tribunal to stop Lim from implementing Executive Order Nos. 16 and 17, which would ban the kuliglig and pedicabs, respectively, from plying the city’s main thoroughfares and national roads beginning December 1.
The twin orders were issued by Lim in September following complaints about the proliferation of the three-wheeled vehicles, in addition to the pollution and chaos they were causing in the city streets.
Aside from the TRO and a writ of preliminary injunction, Alnapedku asked the court to declare the two executive orders null and void as they claimed the power to regulate them lies with the city council and not the mayor.
“The executive orders also violated due process and equal protection clauses of the Constitution,” said the group’s lawyer, Elias Omar Sana.
The kuliglig drivers had been allowed to ply their routes as long as their operators registered with and obtained permits from the Manila Tricycle Regulation Office but not before they underwent emission testing, paid the required fees and complied with requirements.
Sana said that of all a sudden, the city government decided to get rid of the three-wheeled vehicles.
He claimed that they were being discriminated against unlike tricycle drivers.
According to him, the two orders were a violation of his clients’ basic right to have a regular source of livelihood.
Despite the filing of a petition for a TRO, the city government said it was not about to back down.
When reached for comment, Manila City Hall chief of staff Ricardo de Guzman said it was within the group’s rights to turn to the courts for help.
He added that the city government would just await the high court’s ruling, whatever it might be.
“We will wait for the SC’s orders,” De Guzman said

Here we go again, this group of people seeks a lawyer's help and all they can do is put up the "due process" alibi?
They are the # 1 road violators, they got no insurance premium to cover their expenses if they get into an accident and they use the roads without paying a single tax, they are operated by unlicensed and undisciplined teenagers.
The court should take into account all of these rather than siding with a few operators who are causing additional pollution and chaos on our roads.
Dumami yung pedicabs ulit. Also some kuligligs converted to scooters w/ white plates ahead of tomorrow. Still encountered a kuliglig counterflowing dito sa T. Pinpin. Hope that's the last time I'll see one, but knowing how things are...
