thats true. take the case of the emission testing and drug and medical testing. nagkaroon lang ng racket ang mga taga LTO para magtayo ng kani-kanilang testing centers. imagine, 200 pesos medical test na pagpinagbasa ka ng alphabet sa pagrenewal ng drivers license. highway robbery. at itong drugcheck philippines na halos lahat LTO agency may pwesto ito, mga generals ang may ari. mga buwaya kayo!
