Not according to "MAKATI TRAFFIC ORDINANCE Article 18 section 137". It did not mention clear plate cover. And as far as that PNP order, if i remember correctly, the then PNP chief's statement was something like "...that any plate cover that hinders readability... is illegal". Or something to that effect; and unfortunately is subject to various interpretation. My personal interpretation is that the clear cover does not hinder readability, hence not illegal.
I have been using clear plate cover for 5 years now or so. Araw-araw ko sinusubukan for the last 5 years, almost everyday dumadaan ako sa makati proper. Walang huli eversince, kahit naka-stop ako in front of a group of MAPSA enforcers.
But if you want to play safe talaga, wag na lang kayo maglagay ng plate cover. Much like wearing a condom while having *** with your GF-who's-taking-pills the day after her menstruation.

actually nung naghigpit ang TMG dati sa mga plate cover, LTO reminded them that there is also an LTO memo that motorist are responsible for caring for their plate numbers and hence the protector that doesn't hinder visbility of the plate should be deemed legal.

palagi ako nasa makati, kahit anong papansin ko sa mapsa di ako sinisita.

Ok lang naman dati yang mga colored/tinted plate protectors or covers. Meron lang talaga mga sobrang makakapal ang muka na hindi na talaga mabasa ang plate sa sobrang dark ng shade/tint ng cover ('kala mo may krimen na bina-balak kaya ayaw pabasa mga plates).
Mahirap din naman para sa enforcers na mag-identify ng kung ano'ng shade or darkness ang pwede at hindi pwede sa kalsada - kaya tanggal na lang tayo ng mga covers natin.

Mga brod salamat talaga sa mga comments. They really help a lot. I remember well yung sinasabi nyo na natelevise sa TV at radio na bawal yung tinted plate covers pero as for colored plate covers that does not hinder the view of your plates di ko matandaan (baka nabingi ako at that time )
Ang sa akin lang naman, cge if I violated their ordinance, is 2500 worth the fine??? Kung 250 lang cguro binayaran ko na, pero 2500?!?!?! IMHO if we let these suckers for money feel na babayaran natin sila with that kind of money for simple violations such as using plate covers then what kind of violation will they think of next?!?!?! Baka naman ipagbawal na nila ang paggamit ng sun glasses sa loob ng kotse kasi it hinders the drivers face view (j/k) hehehe.
Do you think that putting accessories in your vehicle such as plate covers constitute a traffic ordinance violation?!?!? Think twice or thrice bros. Traffic ordinance violations are beating the red light, illegal counterflowing, turning on no-u turn, etc. and those should have heavy fines and penalties. Eh dun sa list ng MAPSA yung right turn on red signal Php 550 lang!!!
They should create an Illegal use of vehicle accessories ordinance (SH?T pag nagkaroon nito di ko kasalanan ha)
For me LTO's Php 150 is fair enough a fine plus consfiscation of the plate covers or destruction na lang. Sa totoo lang kahit di na nila isoli yung covers ko ok lang (they're worth 300 petot anyway). I'll just find other means to protect my plates maybe spray them with clear coat
Iyan ang ipaglalaban namin sa hearing. Manalo man o matalo at least maipapaabot ko yung mensahe ko sa kanila ng maayos at hindi yung makikipagtalo ako sa isang MAPSA officer sa daan o di kaya eh susuhulan ko sya. Siguro ang tamang solusyon dyan e taasan din yung fines sa ibang traffic violations. Kse kung mababa lang yung fines, mas malakas loob ng motorists to disobey traffic rules, right?

Kaya mataas yan pre kasi pinapahirapan mong maidentify iyong vehicle mo ng mga law enforcers (hehehe law enforcers ba? hahaha). Para yang driving the car without plates but with a lower level of punishment kasi may plates pero naka tint naman.
Is 2500 ok? IMO yes. Para sa kaligtasan ito ng lahat ng tao.
OT: Dapat dito matataas talaga ang bayad. Iyong tipong aaray ang isang tao bago magdisobey ng traffic rules.
