Nananantsa lang siguro yang mga lokong yan. If you show that the know the law and won't give in to them, it could be as easy as being let go just like that. But if they see that you're not so literate about motoring rules, they'll take advantage of this at the expense of your wallet.

Well, iba-iba ang definition nila niyan. MAPSA ticket presented to MMDA is much like null and void. They don't recognize the document, so you're as good as driving without license.

Basta just don't give up your license no matter what. This turf war between different traffic (dis)organizations is more like Alien versus Predator, where the people are the losers.

i think you are not quite clear with the definition of Driving Without License. Driving without a license means you have never been issued a license by the LTO. In your uncle's case, he has a license, he was just not able to show it, so dapat failure to show license lang un. proof nga ung makati ticket na may license sya, nka lista dun license number nya. iba pa din un driving with expired license. lagi na lang driving without license ang nilalagay ng mga buwaya na yan kasi ito pinakamalaking fine e..

as for licenses being confiscated by apprehending officer, hindi ako sure kung law ba talaga to.

haay nako.. i'm really pissed with these traffic enforcers, especially in manila... i pass by Lacson everyday and all they do is wait for 7am to be able to apprehend "coded" cars.. nevermind the traffic, they just literraly sit and wait!

the other day, i was in a bad mood.. couldnt help but shout at 3 enforcers just standing on the center isle along Lacson and Espana, cars are piling up since they let the other vehicles wait to take a left, there was clearly a no left turn sign! these guys and gals don't even bother to relieve the traffic! they said, "wala daw sila magawa sa trapik" and i said " e bakit pag ilalabas nyo na mga pantiket nyo ambilis nyo gumawa!"
ayun, namura ko pa sila! one of em tried to stop me and was waiving his ticketbook saying i should park on the side... for what??? scolding them for not doing their jobs??? anyway i refused to park, exchanged cuss words in the middle of the street till he backed down...

yeah, i went too far sa pagmumura, but really, these guys are asking for it!

Yeah, malabo talaga law dito. If this were followed though.

1. The MMDA guys are not allowed to flag down cars with violations. Only the police can do that.

2. Driving without bringing your license with you isn't the same as driving without a licensed issued to you.

As for Makati Republic's homebrew ordinances, I don't know why it's not being overriden by the true set of motoring laws. Binay refused lifting of coding during summer, but for some reason, no higher power even contested it and forced him to follow.

Lam nyo ang gusto kong gawin dyan sa mag Congressional yun after ng right turn from EDSA. Gusto ko ibalandra yun kotse ko sa gitna para walang makalusot na jeep tsaka bus. KNOW WHAT? almost everyday na dumadaan ako dyan 100 meters palang dun s may yellow lane sinisipat kana ng mga traffic enforcers, I have been driving for the past 20 yrs at ilang beses na ako nahuhuli. what I do is just drop the name of important personalities of our government LTO,Mayors,Congressman, Mon Tulfo,police superintent,Major General, Brig General di ko pa nga mine mention si General electric mga Kupal yan lalo na yung mga enforcers nginig ang mga buto nyan pag sinabi mo na Tga PSG ka my sinapak na nga ako sa edsa mkati enforcer sbi ko security ako ng presidente..wala daw presidente presidente sa makati Mayor lang Daw.. buti nalang di nag reklamo di nya alam e security ng Presidente ng Banko ang i drop ko bwuhahaha,,.

Because of that, driving without license na rin siya, with a small fine of P6,000! Aalma ba naman siya sa mga may baril? Buti na lang one of his companions knew one of the policemen, so they were able to escape with a hefty P300.

Alam mo naman, those crooks take advantage of your lack of knowledge of the law. Mga binatilyo kasi so yun nga, inisahan ng mga loko, tinakot ng konti at kumwarta. If it were a middle-aged man who knows his way around, for sure ika-clarify niya na failure to show license lang dapat siya.

So it's really better if you know all motoring rules from the day you get your license. If you're confronted by any traffic enforcer, at least you know your rights and responsibilities.

Everyone must remember that the MMDA does not honor any other traffic ticket (OVR) aside from their own. This has been announced on tv, radio and newspapers by Dir. Vergel De Dios a long time ago. This is because the MMDA have stressed their right by virtue of RA7924 that it is only them that can implement, administer and install a single traffic ticketing system in Metro Manila. Therefore, they do not honor the tickets of other enforcing units.

The local governments are to blame for implementing their own tickets which are in essence a violation of RA7924. So my only advice to people is to avoid apprehension from local enforcers because they confiscate licenses and the MMDA does NOT because you pay the ticket at Metrobank. If you cannot escape them then might as well bribe them rather than pay a P5000 fine when apprehended again elsewhere for not having a license.

Even the local govts among themselves are at odds. Some mayor who hates the mayor of the other city does not honor the ticket issued by the hated city mayor. Mayor Binay, Atienza and Peewee are the pioneer culprits of the OVR ticketing idea. So I suggest you don't vote them and their relatives next year.

The only way to resolve this problem is for congress to pass a law further strengthening and clarifying the powers of the MMDA so that the single ticketing system can finally be put in place without complaints from the BIG-3 mayors.

Our congressmen have been doing nothing but filing and tackling the impeachment of PGMA. The elections are near and there is still no resolution to this 3 yr problem between the MMDA and the other agencies.

The LTO led by their leader ASec. Lontoc is further making the matters worse by entering the scene and wanting to implement their own ticket. The LTO is the most corrupt of all traffic law enforcement agencies and the reason why transport groups want the LTO to handle traffic ticketing is so that they can use their LTO fixers to assist them in the cancellation of their apprehensions.

The MMDA's MTT is the best ticketing format because you pay in the bank, there is less hassle and you can choose the branch you like so that you dont have to line-up in extremely long lines. You can contest your ticket before paying at the MMDA head office. The transport groups dont like this because the MMDA uses a computerized system which keeps tracks of all their unsettled tickets so they have no escape so they keep complaining which led to the chaotic traffic management we have today.

But how come no higher power is overriding Binay's mockery of the traffic system? When the no-coding scheme was implemented last summer, he contested it and actually had his way. Couldn't such thing be mandatory to every part of Metro Manila?

"Driving without license" is driving without your license with you - whether you are really licensed or not.

I remember more than 10 years ago, I was apprehended by a police in Kamias, QC. I was issued a TCT (Traffic Citation Ticket) and my licensed was not confiscated. Then, they changed the law. In lieu of the TCT, they were issuing TVR (Traffic Violation Receipt) and your license would confiscated.

I also remember that the Supreme Court issued a decision, stating that it is illegal for the traffic enforcers to confiscate Driver's License.
