Irritating pinoy drivers' Ugali

Passing on the right (as already posted) is not only ILLEGAL, it is also DANGEROUS.

Is passing on the right ILLEGAL? I don't recall any law that says so. I know there are exceptions, but to my mind, passing on the right is not illegal.
