I drive in the NLEX everyday - as what OTEP said - it is a passing lane and not a fast lane.

Even when I am doing just between 80-90kph (tipid mode) in the rightmost lane - I can still pass many vehicles camped out in the leftmost lane. That's how slow some of these passing lane huggers are.

If you don't flash the vehicle in front of you - chances are that it won't give way, believe me. It will be just content to camp out there thinking that the passing lane is the safest route (where in fact it is not since the runoff / shoulder area is farther when you experience an emergency).
