so, no. not jersey barrier.
and the barriers do not seem to be painted bright color or light color, making them near-invisible in the dark.

The driver must've been sleepy... Video shows the MS was on the middle Lane and drifted to the right. Missing another SUV before hitting the barriers.

low visibility barriers. heavy tinted windshield as is common in SUVs. with proper working headlights those barriers would still be visible enough though seeings as they weren't driving that fast, maybe 60-70. you can actually see the barriers lit by the car with the dash cam. also, its seriously (un)funny how easy it is to roll an SUV.
i don't think the driver was sleepy. i think it wanted to do a sharp cut to get to the gas station but wasn't familiar with the area, didn't know about and didn't see the barriers.
