I stop for people crossing at pedestrian lanes -- whenever it's safe, that is. Like what chiks said, kung biglang brake at may risk na ako naman ang salpukin ng nasa likod, better na ituloy na lang granted the pedestrian knows your intentions. I would think it would be the lesser of two evils because the pedestrian would be attentive to whether or not you'll let him cross, so he just won't bolt in front of you, rather than getting the blame from the idiot following too closely behind you, too busy to see your sudden brake coz he was texting.
For pedestrian lanes with stop lights, that's when I check both my light and theirs. Kung Go na ako at Stop na sila, aba, may mabubusinahan. Then again, there are times na Go kayo pareho (coz turning lane siguro), so for those, menor na lang.
Nakakaasar nga yung mga ayaw gumamit ng pedestrian overpass, samantalang andun na ang lahat ng sign na No Jaywalking, Bawal tumawid nakamamatay. Can't totally blame them coz the jack*$$es in the government have not exactly designed user friendly overpasses, although it's unfair as well for them to put their lives at risk at the expense of yours.
