anyone have info on the theory about not having to attend a seminar kung mmda ang nanghuli?

a few months ago, when i was apprehended sa SLEX, sa LTO East Ave pa ang tubos ng license.

I went there tapos after presenting the ticket, i was told to proceed sa Seminar/Exam. Yun nga lang. wala ang seminar but direct to the exam. They have this Video system sa loob ng room but looks like non-functional. I was immediately given a test booklet to answer (multiple choice). AFter a few minutes, they give the result tapos bayad na. Then a little more of waiting till they release the license.

SOme do not take the Seminar(?)/exam kasi may mga fixer (but paying them wont spare you time (you still have to wait).
