my analysis:
cook - mailagay mo sa plato/mangkok then serve ok na yun...busog ka sa konting pera, may extrang soup-soupan at padagdag ng onti ng kanin/sauce. nagluluto ng kahit anu maisuot.
chef - dapat may arte sa paglagay sa plato/magkok...may presentation..and di ma-seserve kung walang garnish! halos bite serving lang, mahal pa...laging may uniporme at yung mataas na hat.
well, major difference para din yang driver.... may nag-aral at nagpakadalubhasa(chef), meron nagaral ng sarili, or informal training(cook)

Here in the Philippines:
Chef- one has to be an HR grad, then pursue further culinary studies.
Cook- short-courses on culinary.
