These testing services are available in the states. I hope some car clubs send filters for testing else we're left with the manufacturer's own test result statements. So far I haven't found a comparative using any of these tests.

Most filter companies already use these standards. Fleetguard, Baldwin, WIX, NAPA, Purolator, Bosch, AC Delco, ect. All do.
