    i am assuming, we are talking of two shops?

    in some shops,
    when one purchases a tyre from a shop, use of their balancing machine is free. one pays only for the weights.
    but if the tyre was purchased elsewhere, i imagine, mounting the wheel onto the balancing machine of another shop would have a price in itself, in addition to the price of the weights used.

    25 weights. 125 grams.
    is the mag defective? defective new tyre? wrongly installed tyre? hard to say, without conducting further testing.
    did this wheel-balancing shop do the tyre installation, or did another shop do it?
    if another shop did it, and i was the second shop, i would have difficulty explaining why you needed 125 grams of weights, without invoking any of the above possibilities... and even then, i wouldn't be sure. is it still possible, that 125 grams is still ok?

    is your narration of the situation exhaustive?
