His parents probably don't want him to be inconvenienced with commuting. Also if he has his own car he will be less abala to the people around him eg pahatid or pasabay. If he goes on a night out, the parents won't be worried about how he'll be going home. Plus his friends without cars will be the one depending on him rather than him depending on others for a ride.
