The potential return of investment is too uncertain, and even thinking positive, the ROI would be simply too long. It would be simpler and more profitable (using smaller investment funds) to simply import existing cars, like what the current local car companies (example: nissan, toyota, honda) are doing now.

If we are supposed to focus on our strengths, then we should just keep on exporting labor abroad. It is contributing a major part of the country's national gross income.
On the contrary,

Exporting our Labor (STRENGTHS) abroad - is only increasing the STRENGTH of other countries - not our own.

If you look at people as forms of energy - then enthropy favors other countries except our own.

People is a Resource - and other countries recognize this.

The Industrial Parks in Laguna and Carmona are manufacturing suspension parts for Honda, Nissan and Toyota or Mitsubishi. It is Pinoys who are working there, engineers and skilled labor - instead of working abroad - these companies located their manufacturing and assembly plants here - Technology transfer is readily available - unless these workers are under an NDA.

I am not suggesting ground up approach. What I am suggesting is partial approach.

Jappy can build good quality coaches... There are a few Chassis Builders for OTJ's... Harnesses can be subcontracted in EPZA Rosario - even computer boxes... Tranny's can be ordered from Cebu, Suspension parts - perhaps we can use some from Laguna... Engines -power trains maybe - China is the best option... Body Parts/ Seats/ Interior/ Glass/ window Raisers/ other small stuff - for as long as cast iron, zinc, brass, fiber glass, plexi glass/ GI or BI or aluminum or Stainless - can be sourced or subcontracted locally.

The Anfra approach was a good approach.... we just need more imagination with the design.

This is what I am talking or suggesting about. Sarao and Legaspi as well as Francisco employed thousands of workers before... back when the competition was small. We can use or compete with the existing technology - therefore, we can't beat the competition in their own game. But we can always make our own game. Conceptualize an entirely new platform that will make use of local materials and resources... Just thinking out loud here. Bamboo Composite Chassis for instance. (It's expensive for limited production - but it is a sustainable material - and will be low cost with an economy of scale.)
