I think its what they call compression loss. The revs have to be higher to give sufficient cooling. On a healthy compressor, its should easily cool down the cabin even at idle. You need to hook it up sa pressure gauge to confirm.
When you replace the compressor, kahit surplus is ok. as long as its quiet, and has good readings sa gauge. Replace the drier and expansion valve as well, have the evaporator cleaned then flush the system to get rid of debris.

a cheaper way to eliminate or shoot the trouble (without doing something on the A/C system): tanggalin engine radiator at bugahan ng malakas na spray ng tubig ang A/C condenser (from the inside out para declog ang fins neto). tandaan wag masyado malapit para di naman masira ang fins. kahirap kaya suklayin sa dati netong hairstyle. kung malaki ang pagbabago, then probably e low heat transfer lang sa condenser due to dirt, grime, insect, etc. buildup....yung thermoswitches mo or sensors for the fans, etc. seems to be ok.
the air contains moisture at once nagcontact ito sa evap ng auto e nagcocondense ito. freezing point ng tubig is at 0 deg celsius kaya dapat di umabot sa ganitong temp yung evap kundi magaccumulate ang frost sa evap at mag-act na ito as insulator. lesser cooling na mangyayari.
the pressure reading sa low side ng A/C is at the neighborhood of 30 psi, magkalapit lang for R12 & R134 (with a corresponding saturation temp of just above zero deg celsius)

after yung alternative trouble shooting na nabanggit ko e wala parin changes e best to go to a certified service center at magpressure check. actually, madaming klase ng pressure readings in diagnosing A/C problems pero yung common faults (& from experience also nung technician also) ang ginagawa.

My ride is vios 1.5g 2004 model automatic.

Looks like an expansion valve problem. Try having it checked . . and the evaporator cleaned while they're at it.

It happened to my Civic EK and the aircon shop replaced the condenser fan.. its now very cool even on heavy traffic. I paid almost 5k for a brand new condenser fan.
