The peeling or bubbles will depend on the installer mainly, and the tint. Assuming the first layer was done by a competent installer and cured long enough, installing the second layer won't be a problem.
Oh, just one caveat. The rubber lining on the door frame that guides the window is harder and or thicker on some cars, so this may cause problems if the tint used is too thick. This used to be a problem on my circa 1995 Mazda 626. Isn't an issue with my current rides (Toyotas and a Hyundai) though.
An experienced and/or competent installer will know this and will check it.
