IIRC, the insurance code requires all owners of vehicles to procure an insurance before it can be registered. So if we are talking about liability, public or private transport can be made liable and third parties can run after the insurance. The significance of registering uber/grab or asking for franchise, or however LTFRB is calling it, is for regulation. As a consequence, the uber (i am referring to the vehicle and driver) are classified as common carrier. This is significant because as a common carrier, the diligence required from you is extra ordinary to protect the public. So if there is an accident or the passenger didn't reached her destination, there is a presumption that the common carrier didn't exert extraordinary diligence. Liability can easily attach. That is the theoretical point of view and the importance why they have to be regulated. However, LTFRB seems confused how to go about these issues.

uber is not invincible
keep in mind uber gave up on China coz they couldn't compete with Didi Chuxing
and they gave up on Russia coz they couldn't compete with Yandex.Taxi
Uber is facing competition in India (Ola)
even in its home country, Uber has strong competition (Lyft)
Uber's promise to conquer the world isn't going exactly as planned

don't confuse that with CASH ON HAND
uber has 6 to 7 billion dollars cash on hand right now
it's still substantial but uber is still spending more money than it makes
question is how much patience do uber's investors have
the only reason they keep throwing money at uber is coz they're looking forward to cash in after uber goes public

- ang tunay na ride sharing eh 2 to 3 trips lang a day..... so hindi yan full day transportation business like jeep, bus and taxi.
- nirepremand ng l.t.f.r.b pero lumalaban pa.....nagpapakalat ng kung ano-ano sa social media....nagmamanipulate but not addressing the main issue : ride sharing ba or full time business?
- ang uber ay isang taxi business na ayaw magbayad ng prangkisa...... wag na magbolahan...
