It is tough for these politicos to enact laws that impact those people who provides them with the necessary votes to be elected in office. Even worse, some local government folks will not do anything that will hamper their plans of re-election.![]()

pilit mo i-phase out mga yan you'll be depriving a lot of people (voters) of their only source of income
don't tell me maghanap sila ng ibang trabaho
those people are unemployable elsewhere that's why they're jeepney drivers and tricycle drivers in the first place
if you deprive them of their only source of income you get a SOCIAL problem
too many idle, able-bodied men = crime and violence
then it becomes a POLITICAL problem
there's no easy solution so politicians kick the can down the road
meaning they delay or postpone the phaseout

Ewan ko ba dito sa atin. Walang common sense. Parang nasa ulap ang isip ng mga politico. Ganyan siguro talaga pag masyadong masarap ang buhay.
Two words come to mind when it comes to enforcement, SELECTIVE APPLICATION.
Pag dating diyan sa Road Rules, lahat ng private dapat sumunod, unless may kapit ka sa itaas then it doesn't apply. Or, pag mukhang wala kang pwede pambayad, ignore ka ng enforcer kahit sandamakmak na violation mo kasi baka magcomplain ka pa na "Anti Poor".
Pero yun nga weird sa atin, pinipilit agad first world rules pero not to all. Mostly to the middle class ang tutok ng enforcement. The rest, ignore lang kasi it doesn't apply or cannot apply.

duterte is trying. he hasn't admitted to failure yet.
the problem, it seems to me, is that there is no viable alternative. i mean, how can you convince the operator to ditch his worth-next-to-nothing current jeepney, for a million-peso replacement?

Kung a portion ng pondo na 100 million per congressman as per proposed budget na di daw pork barrel ay gamitin to subsidize yang modernization. Tutal sa bawat distrito naman nila sigurado may jeep or tricycle driver mas mapapadali yang programa na yan. Kesa kung saan saan napupunta yang pondo na yan. Just my 2 cents.

i remember when corrupt manila mayor banned kuliglig, sinugod siya sa city hall, paano nagbabayad pala mga kuliglig ng tong.
now, mukhang malapit na mawala kuliglig.
the business of transpo is not for the poor, they just refused to implement the law to its natural strict form.
yung iba naman cooperative nakasunod, bakit hindi yan mga hayop na rallyista na yan.
not anti poor, pero kung yan ang rason nila, better mawala na sila.
