MAPSA does not regulate CBD traffic, nor implement the flow on the streets. It is under the jurisdiction of MAPA (Makati Parking). That is why one does not see yellow MAPSA boys roaming inside the CBD, only the dark blue boys of MAPA. AFAIK, Mapsa is just limited to the main streets, like paseo de roxas, makati avenue, and ayala avenue.

Although during rush hours, these two entities coordinate with each other on regulating traffic flow.
