MAPSA does not regulate CBD traffic, nor implement the flow on the streets. It is under the jurisdiction of MAPA (Makati Parking). That is why one does not see yellow MAPSA boys roaming inside the CBD, only the dark blue boys of MAPA. AFAIK, Mapsa is just limited to the main streets, like paseo de roxas, makati avenue, and ayala avenue.

Although during rush hours, these two entities coordinate with each other on regulating traffic flow.

So currently in BGC MAPA/Aglipay ang blue boys. Ang mga black boys sa may Aqua are from Taguig. The MAPSA are under the Kalayaan flyover.

I'm assuming the blue boys are MAPA because almost all the parking lots in BGC are MACEA/MAPA based on their paper tickets. Yung parking attendant dito malapit sa amin dati na-reassign sa The Link malapit sa Landmark so I guess same company sila.

Hmmm. So, republic of makati na din pala kayo dyan. But I think the Ayala's, have a controlling stake on MACEA/MAPA, aside from the Makati gov't.

Yep that's what I was thinking. Since Ayala-controlled ang BGC it makes sense na they tap the existing systems already in place in Makati to manage BGC.

And as a bit of foreshadowing: some construction equipment (especially the tower cranes) are marked MDC aka Makati Development Corporation which is owned by Ayala.
