here is what I was able to dig-up,- but 3 years ago pa ito.....The Number Coding Scheme (formally known as Unified Vehicular Volume Reduction Program and more mistakenly referred to as the Color Coding Scheme*) has been an essential know-how for drivers in Metro Manila, Philippines like how a child should know how to count from 1 to 10 before learning new lessons.
The scheme took effect in March 2003 as a new method to curb the high volume of vehicles plying on Metro Manila city roads in order to manage the peak-hour traffic. It's basically a re-implementation of some MMDA rules years earlier with the following original conditions:
1. Private and Public Utility Vehicles – from 7:00 A.M. to 7:00 P.M.
2. Window Hours for Private Vehicles – from 10:00 A.M. to 3:00 P.M.
3. Exempted from the UVVRP** – Provincial buses, shuttle buses, school buses and motorcycle units.
4. Makati City and the Municipality of San Juan will implement UVVRP (Number Coding) from 7:00 A.M. to 7:00 P.M. without window hours for private vehicles.
However, there were some modifications to the scheme during the years and the present terms according to the MMDA are the following (Update as of August 2010 April 2011 November 2011). We have the most updated and verified rules:
Thanks to Director Vergel De Dios and the Office of MMDA Chairman Inocentes for confirming the following:
1. Makati and Las Pinas. No window hours: Number Coding is in effect from 7am to 7pm!
2. Marikina, Muntinlupa, and Taguig. No number coding. So, feel free to roam around these cities anytime.
3. Pasig City has window hours of 9am to 4pm (note the 1 hour additional to the normal 10-3pm window).
4. Pasay City is implementing Number Coding except on the following roads: Ninoy Aquino Avenue, MIA Road, Domestic Road, Portions of Airport Road, Sales Road, Tramo and portions of Buendia.
5. EDSA, C5, Pres. Diosdado Macapagal Avenue, Roxas Blvd (Pasay), all other National, City, and Municipal Roads have window hours regardless of the city (meaning one can drive via EDSA in Makati any day).
6. For the rest of Metro Manila (Caloocan, Mandaluyong, Manila, Malabon, Navotas, parts of Pasay, Pateros, Quezon City, San Juan, and Valenzuela) number coding is in effect (window hours of 10am-3pm is also observed).
7. UPDATE: Paranaque will have number coding starting December 1, 2011
Paranaque has implemented limited number coding since Dec, 2011....
MMDA WebsiteAddressing the heavy traffic in the city, particularly in the Bicutan area, the City Council of Parañaque has passed an ordinance to implement the Unified Vehicle Volume Reduction Program(UVVRP) or the Number Coding Scheme in the vicinity of Bicutan Interchange.
MMDA will now be observing the number coding scheme in the following area.
1. From Dona Soledad Avenue: France -> Michael Rua -> Japan --> Sto. Dominic Savio -> Pres. Aguinaldo -> San Antonio Avenue. Note that these streets are in Barangay Don Bosco.
2. From Bicutan Interchange: Doña Soledad Ave -> Doña Soledad Extension -> E.Rodriguez St (in Barangay Moonwalk
3. East Service Rd from FTI Parañaque area to Dr. Santos Ave (Bicutan)
4. West Service Rd from Merville Park Subdivision Parañaque area to Dr.Santos Avenue (Bicutan).
Note that truck ban will be implemented in the aforementioned thoroughfares. Window hours will be the usual 10am-3pm.
What are the most recent rules on number coding (UVVRP), including changes per city/municipality?

The Unified Vehicular Volume Reduction Program (UVVRP) or Number Coding Scheme starts at 7:00 am - 7:00 pm with window hours starting from 10:00 am - 3:00 in the afternoon.
The cities of Makati and Las Piñas do not implement window hours. Thus, number coding is strictly implemented from 7:00 am - 7:00 pm.
The city of Pasig implements its window hour from 9:00 am - 4:00 pm.
The city of Taguig does not implement the Number Coding Scheme within its internal roads. But the scheme is enforced on the National Roads within its boundaries, i.e. C5, East Service Road and Manuel L. Quezon.
The city of Parañaque implements the Number Coding Scheme, including the window hours (10:00am - 3:00pm), in the following roads:
San Antonio Avenue, Pres. Aguinaldo St., Dominique Savio St., Japan St., Michael Rua St., and France St. in Barangay Don Bosco.
E. Rodriguez St. in Barangay Moonwalk, Doña Soledad Extension and Doña Soledad Avenue in Barangay Don Bosco.
East Service Road from Dr. Santos Avenue up to FTI Parañaque area.
West Service Road from Dr. Santos Avenue up to Merville Park Subdivision Parañaque area

In addition, the following areas in Pasay do not implement the Number Coding Scheme: Ninoy Aquino Ave., MIA Road, Domestic Road, Airport Road, Sales Road, and portions of Buendia.
EDSA, C-5 Road, Diosdado Macapagal Avenue, and Roxas Boulevard are included in the implementation of Window Hours regardless of the city where they belong.
All Public Utility Buses (City and Provincial) are now covered under the Number Coding Scheme, with no "Window Hours". Motorcycles, on the other hand are exempted from the scheme.
All UVVRP exemptions and truck ban conduct passes granted in accordance with MMDA Regulation No. 96-005, as amended, MMDA Regulation 98-006-A, and MMDA Regulation 10-001 shall not include authority to use the Epifanio Delos Santos Avenue (EDSA).
