    Revised Memorandum from LTO.

    Effective February 15, 2017.

    *NO REGISTRATION NO TRAVEL POLICY

    For new released cars.

    You cannot travel or use your car without OR/CR.

    Penalty will be implemented for the offense according to LTO's memorandum once you get caught or apprehended of the traffic enforcers.

    Effective February 16, 2017

    *NO REGISTRATION NO RELEASE OF UNIT

    New car will be registered first before we (dealer) release/deliver to client.

    *The 7-day window to operate vehicle without registraion is no longer applicable. LTO memorandum:

    No Or/Cr, No Travel. Penalty P10,000 for client and P100,000 for dealers


    *For those who have their ORCR, kindly add to your temporary plate the MV file no. located at the upper left of the Certificate of Registration and NCR on the lower left side."

    naku matagal na yan issue simula pa nung conduction sticker ang ginagamit as car plate. palaging rason ni dealer nasa LTO na ang docs pero ang sabi naman ng LTO wala pa. feeling tuloy ng LTO nagogoyo na sila ni dealer, kaya ayun laglabas ng new memo. dapat kasi si LTO lang ang makakagoyo sa dealer pati na rin tayong motorista

    The latest memorandum from the LTO penalizes owners P 10,000 for using an unregistered vehicle. And since many car buyers opt for low all-in financing (up to 90 percent in the case of some brands) with downpayments as low as P 5,000, dealers are not only facing the higher risk of default.

    In addition, car buying will change because of the LTO’s inefficiencies. Imagine paying for a brand-new vehicle only to be able to drive it out of the dealership 90 days after, when the OR/CR becomes available. Vehicle sales, be it motorcycle, cars, or commercial vehicles, will potentially grind to a halt.

    Kelangan ba talaga kulitan? Kung sabagay yung isa kong oto, it took months bago ako nabigyan ng orcr kung hindi ko pa talaga kinulit mabuti [emoji854]

    Pag bumili ka sa gray market like hancars mabilis lang ang or cr at plaka. 1 month meron na lahat. Kaya ewan ko sino ba talaga may sala

    Okay lang naman scanned copy ng OR/CR diba? Ang ayoko kasi sa mga dealers, by batch ang processing ng registration. Dapat samin na agad ang original since full payment naman agad kami pero kanina 1k PMS ko scanned copy lang ang meron. Wala pa daw sa kanila yung original pero ang date sa OR/CR feb 6 pa.

    Is there a way to follow up or report dealers that are taking too long with the release of the OR/CR? I've been waiting for a month and lagi lang sinasabi is "wait lang ulit tayo 1 week". They say they already submitted requirements to LTO and they're just waiting for the release, but I think it's really the dealership that's causing delays (batch processing) and I want to be able to do something about it.

    Hingi ka po ng proof sa dealer na nasubmit na nila sa lto. I think transmittal form yata yun.

    Hi, my car dealer already sent the letter of transmittal to LTO last July 14 but until now LTO cannot provide the OR/CR, any advice what could be done? Where can I escalate LTO for the delay? Thanks

    may pang hahawakan ba ko para ma-ipilit yung *NO REGISTRATION NO RELEASE OF UNIT na policy?

    my unit might be released in a week or two at sabi ng SA, hindi daw sila allowed na iistock ang unit para intayin ang OR/CR.

    **Edit: nevermind it looks like the policy was suspended


    still are the dealerships allowed to refuse to hold your car until the OR/CR arrives?

    Dealership sometimes will give you a waiver that you understand the no registration no travel policy and you will not hold then liable. You are allowed travel from dealership to your home thats it.. if you get caught or involved in an accident then that would be on you

    In fairness to LTO registration of new vehicles are much faster.. its just the 3rd party document processor of these dealerships is the problem.. submitting documents in batches

    Dealers- late magbigay ng OR/CR application sa LTO
    Walng buhay talaga ang car industry sa atin.
    Kung hindi corrupt, incompetent naman

    May nakapagsabi na sa kin dati na by batch nga daw mag submit ang dealers sa LTO... nasan naman ang hustisya? Tayong buyers ang dehado, paano naman yung walang assurance kung kelan lalabas ang sinasabing orcr? Nagbabayad ka na hindi pa napapakinabangan yung biniling sasakyan.

    Well, ayaw ko na mag rant at sayang ang anti aging hehehe

    hindi lang daw basta by batch. kapag daw merong multiple dealerships under one owner, minsan lahat yon sabay sabay sa isang batch. which means hindi yung mismong dealer na binilhan mo ang nagaasikaso ng orcr. Kaya minsan, kahit naregister na, sasabihin sayo ng agent na di pa tapos kasi di naman talaga niya alam status. Kagaya nung sakin, ang huling update ko sa agent was last wednesday, sabi niya di pa daw tapos iregister. pero kahapon sabi niya pwede niya na ako bigyan ng scanned copy. feb 6 registered na pero feb 17 ko nakuha ang scanned copy. yung original copy, wala pa daw sakanya.
