I think the color coding scheme still has some life to it. What should be done is to reduce the area covered by the color coding. Like when the odd-even scheme was first implemented, it was only on major roads only like EDSA, Quezon Ave and the like. Maybe a return to that scheme might help people use the secondary roads more.

disciplining drivers would improve traffic flow to a much greater extent than any traffic scheme would... and would tackle the problem at one of the roots, imo.
maybe it won't necessarily eliminate traffic jams altogether, but schemes are more ineffective and counter-productive in the long run. stopgap solutions lang yan, while the real problem grows.
for example, how many traffic jams could have been prevented if motorists are considerate and concerned enough not to block intersections if the road is already filled up with traffic?
sa Katipunan-C.P. Garcia junction, laging nagbubuhol yung traffic dun kasi 2 lanes lang yung c.p. garcia pero yung mga nag-le-left turn ginagawang 4 lanes yung left turn... thus bottlenecking at the c.p. garcia entry.
sa Santolan, one lane lang yung road in many places sa dami ng mga naka-illegal parking...
how many traffic jams or slowdowns at least are caused by coutnerflowing drivers? by slow tricycles plying major roads? by vehicles not following the "passing lane, slow lane, slow lane, shoulder" arrangement in highways? by PUVs that stop in the middle of the road to load/unload passengers every 5 meters? by vehicles that are travelling too slowly on major roads? by buses that WAIT to be filled with passengers, never mind if it takes hours while they occupy whole lanes of the road in doing so?

Instead of lessening the volume of the vehicles on the road, the gov't should allocate a good budget for the DPWH, dapat gawin ng DPWH every year is add more roads, fix roads, road widenings ex. SLEX should be three lanes both side pero 2 on each side pa rin kaya dapat instead of SLEX it should be South Luzon Slow Way. But corruption would just ruin the plans. Plus the gov't should revamp the LTO as in linisin e putcha kahit di ka marunong mag drive makakakuha ka ng lisensya basta maglagay ka lang.

There was one article long, long ago just right after Cory assumed power over the Marcoses. This article told of the plight of a former President? or Chairman of the defunct CDCP. The C-5 project has been there since the time of the Marcoses. There was another project which was kinda overlooked due to perhaps lack of funds or change of management (government transitions). The project was somewhat like another C-5 but this time, this would link Alabang to the "Cuyab line". The Cuyab line is a narrow road, somewhat coastal in nature that traverses thru the barangays of the towns in Laguna enroute to the Kalayaan ave. at C5 itself.
