I think, in the beginning, the UVVRP/Color-coding had some promise.
However, with people buying cars as a workaround, and with drivers' discipline not improving, together with the deterioration of our streets into crater-infested pieces of government property, sometime even overrun and closed by vendors, there's no way it could take off.
Right now, it's outlived its purpose, so it should be scrapped.
