you made a points here but I just want to comment the 2nd paragraph in bold fonts. If the car owner knows no parking on the street, why would still park? unless he's really stubborn person.

it's not easy to mandate a no garage - no car policy, because there are many what-ifs..
but illegally parking on public streets.. what other evidence is needed? hatakin silang lahat!
we can start with the government vehicles, who should be serving as examples of good behavior...
