    Kapwa Tsikoteers,

The reason why NAIAEx toll rates are so expensive is because of bid premiums that was practiced in the past Administration.

Remember, SMC/RSA paid the government P11 BILLION UPFRONT for the right to construct NAIAEx, besting MPIC/MVP bid of P305M.

This is on top of the NAIAEx actual construction costs amounting to P17.9 Billion.

A major change in policy is the Duterte administration’s more positive attitude towards unsolicited projects. The past administration was totally hostile to unsolicited proposals, which explains why the MPIC connector road project languished until the end of its term. The new policy makes it possible for government to accept the proposal of San Miguel to build a new airport in Bulacan, which unlike similar proposals, entails absolutely no financial risk for the National Treasury, not even a sovereign guarantee the other airport proposal requires.

Another new policy is the elimination of bid premiums for the right to build PPP projects on top of actual project cost. San Miguel, for instance, paid P11 billion for the right to construct the NAIA Expressway. While it raised money for government, it also raises the toll fees needed to recover costs. That punishes the public users twice: for having to pay toll to use a project government should have built using taxes and secondly, having to pay more to cover the cost of the premium.

    Totoo ba ito bro?

P11B for the right to build and P17.9B for the actual cost of the project.

If and only if this is true, and pardon my French, e pv-t*ngn*,- saan napunta ang P11B???

This is 100% legit. Ito yung cheque ni SMC, paid in two tranches to the National Government courtesy of the DPWH:

San Miguel makes payment for NAIA Expressway project
By Lawrence Agcaoili (The Philippine Star) | Updated June 6, 2013 - 12:00am

MANILA, Philippines - Diversified conglomerate San Miguel Corp. (SMC) paid yesterday P11 billion representing the upfront cash payment for the 7.5-kilometer Ninoy Aquino international airport expressway project.

SMC president and chief operating officer Ramon S. Ang confirmed to The STAR that the conglomerate paid the amount in cash to the Department of Public Works and Highways (DPWH) yesterday.

“Yes, we confirm paying the entire P11 billion today (yesterday) to seal our commitment to this vital project as our commitment to help in nation building. This project is San Miguel Group’s answer to a seamless toll network in the south,” Ang said in a text message to The STAR.
Even the CALAx, which was *almost* won by RSA only to be TKO'ed by a technically, Noy ordered a rebid and MVP got the concession, has an upfront cash payment amounting to 27.3 BILLION pesos [though MVP only paid 20% DP, amounting to P5.46 BILLION on the signing of the concession agreement].

CALAx actual construction costs is estimated at P35.4 BILLION, which is surely going to rise pa.

Kaya wag na kayo magtataka sa magiging toll fee sa CALAx :D

    ===

As for the other question, where exactly did that 11,000,000,000.00 went, your guess is as good as mine. ;)

Ang sagot ba riyan ay may pagkaka-pareho sa sagot sa tanong na Saan napunta ang pinambayad namin ng mga vehicle plates? IIRC P400[?] x 8M at least = P3.2B at least

The whole business sector was so perplexed why SMC paid that much of a premium to be build NAIA expressway, kahit Anong compute nila during that time hinde nila alam paano nakuha ng SMC yun ganun number.

Meron nga tsismis na magkamali dahil overzealous na Makuha. Since nagkasubuan na pinangatawan na lang daw and tsismis.

^At least mapapakinabangan na ni Juan de la Cruz. Hindi ba similar ang kaso sa North Rail? Kung ipinagpatuloy na lang yung project, nakabawas na sana sa trapik.

Yep, their bid premium was really aggressive. Daming taas kilay sa business community.

May also explain why RSA is really pushing for his CyberBay Airport pet project [another story/thread].

A similar thing happened to Ayala when they bid on the development of FTI (ARCA).

Their bid is significantly higher than the second placer, and they pulled out of the Bacolod project/bid...

Ok, thanks! Anyways, I avoided cavitex on the way back. I remembered how terribly heavy traffic gets at the toll plaza so I exited at Resorts world then domestic to sucat.
