Yes. Because once it is completely private, the owners will not want to ruin the reputation of their brand as they have completely stuck their name on it.
However, once government has a "seat at the table", they like dipping their fingers in all the pies a lot.
Though it is not to say that private executives don't also do this, their audit teams tend to be forthcoming about it since they are usually public companies and disclosures are needed. Once exposed, heads will roll so they are less likely to be as thick skinned as the governments that shouldn't even be doing it. =)
Late 2000's to early 2010's. I used to ride lrt1.
Riddled with breakdowns. Amoy luma at ihi yung ibang trains especially the center part.
I think that was before the current management took over.
Fast forward today, i dont regularly do lrt1 but when i do, mas efficient sya ngayon to say the least.

Based on the news article, Sumitomo signed off na pwede siyang gamitin... but....
Maintenance of Dalian Trains were outside of their original contract since hindi kasama sa original scope of work nila. Supposedly/Apparently magkakaruon ng change or addition to include them once the track rehab is complete.
Mahirap lang magsalita ngayon na hindi pa tapos track rehab pero here is hoping na after ma rehab lahat, balik sa minimum 60kph takbo, magamit na sana talaga yung mga Dalian trains na binili since andiyan na yan. wala na tayong magagawa kahit anu pa gusto natin (whatever side of the fence we are on).
Kung may kelangan kasuhan, kasuhan sila, pero dapat magamit pa din kasi alangan naman itambak lang yan sa depot para mabulok lang din.

nagcoconsider ako sa farview because of this. Im at ease driving papunta jan dire-direcho lang. Pabalik from zabarte to timog nakuha ko 15minutes. Masarap magdrive wala gaano liko at konti stoplight.
Sabado ng May 14, pauwi na ako galing work.. Ibinaba ko yung katrabaho ko sa Rosario, Pasig lagpas lang ng kaunti sa footbridge.. Hinarang ako ng dalawang MMDA, kinabahan ako akala ko bawal magbaba dun.. Ayun pala tatanungin lang ako kung willing ako sumagot ng survey.. Nabiro ko tuloy sila kuya dahil sa kaba ko..
Then may isang babae na may tablet ang lumapit, survey pala sa MRT4.. After nung survey, ako naman yung nagtanong kung approved na at ano yung mga stations kung kasama ba ang Taytay, Rizal.. Approved na daw yung MRT4, yung stations hindi pa final ang kaya nya lang ma-confirm na meron sa Pasig.. Ilang weeks na daw sila nagsu-survey sa area..
Sana nga, tuloy-tuloy na yung project.. Pero katakot-takot na namang traffic kapag sinimulan na naman ang construction.. [emoji28]
