As much as our lawmakers pass down tens of thousands of bills, regulations, or laws. Without the responsibility of proper implementation, it's worthless. Heck, I daresay most of us think of laws as mere "suggestions". Kitang kita na nga bawal U-turn eh magU-turn parin, pagnahuli yun driver pa magagalit.
