I personally know a lot of people who owns early '90s car which are used for coding alone... These cars are cheap and easy to maintain. Requiring comprehensive insurance is to increase the yearly cost of owning them (better that phasing them out bec of age or higher taxes). Make people rethink before buying old cars for coding. Hopefully it removes '80s cars in the Metro.

As for the TOLL in EDSA, the TOLL is not to ease traffic but to repair the road.

I was suppose to edit my post but it was too late just think if 2 of EDSAs inner most lanes were closed and privatized (with toll). Roads will be maintained, better road side assistance and safer for motor bikes.
