    hindi ba, dapat ay may evidence of smoke belching, such as... smoke?
    i don't think they can just about flag down any vehicle that they take a fancy to.

    i remember someone saying to the asbu, "why did you flag me down? was my vehicle emitting smoke? because that's about the only reason why you may flag me down."

    i once drove away, after the guy had flagged me down.
    "yung ID nyo, expired na (which it really was). ayokong makipag-usap sa un-authorized person..." and i drove away before he could think of a response.

    I commend what the MMDA-LTO joint task force is doing. My question is how come in LTO emission testing centers, they don't rev the engines as much? Maybe this is the reason these PUV's pass in emission testing centers and fail in the task force's test? They should have the same testing methods everywhere. It's just unfair if the tests being conducted are totally different from one agency to another. If they really want to clean the environment, then these PUJ's really have to go.
