1. again, yespo. it is a requirement. count yourself lucky, if you haven't yet been denied registration, because your car didn't have one.
2. "because it costs money." and the law does not require them to. but it's so cheap, you should consider yourself a pasaway, if you don't get one now.
3. errr... which one, sir? there are at least three situations in your narration. but seriously, nopo. i have a pair of EWDs in the car at all times.
